An overview of Market Street.

VALDOSTA — The city may move one step closer to getting a regional shopping center if the Greater Lowndes Planning Commission approves a request to annex 242-plus acres on James Road at I-75 and rezone the land for planned mixed-use development.

Gary Minchew of Minchew Realty Inc. will seek the annexation-rezoning from the commission, which meets at 5:30 p.m. Monday at the Lowndes County Board of Commissioners building at 325 W. Savannah Ave.

Minchew is the broker representing the developer, United American Realty Corp. of Tampa, Fla.

If the request gets final approval from the Valdosta City Council when the council considers his request at its 5:30 p.m. Oct. 11 meeting, the development of Market Street can move forward. It will bring major retail outlets to the city to fill some of the 606,100 square feet of retail space and 250,000 to 300,000 square feet of space for “power center retail” planned for the project.

There will be more movie theaters — enough to fill 45,000 square feet of space planned for that use; 31,500 square feet for restaurants; 50,000 square feet for out parcel restaurants; a 500 to 700 room hotel; office space of 150,000 to 200,000 square feet of space; and 110,000 square feet for “outdoor sports.”

While the development is being dubbed, in part, as a shopping “mall,” it’s not a conventional, enclosed, roofed mall. But it is, in total, being categorized as a “lifestyle center” which will include a “neo-traditional” style of residential units with approximately 200 single family detached homes, 200 townhouse styled multi-family units and 125 to 150 adult housing units.

The residential neighborhoods will be integrated into the overall development with direct internal vehicular and pedestrian access to the commercial components of the development, states a report given to the Planning Commission at its work session Monday.

If the request gets final government approval, Market Street will take approximately three years to complete. Upon build out, the development would have an estimated value of more than $425 million.

In other business next Monday, the Planning Commission will:

• Consider a City of Valdosta request from Westside Business Park LLC to annex and rezone 137.79 acres to develop a distribution business. The property is undeveloped and is located on the west side of North St. Augustine Road just north of Lloyd Jackson Road. Owner of Westside Business Park is listed as Charles Cowart.

• Consider a Lowndes County request to rezone 45 acres on Guest Road off Bemiss Road north of Valdosta, from a low to higher density residential zoning class to allow development of 136 single family home lots.The current zoning only allows 72 lots. County planning staff recommends that the developer be required, among other conditions, to pave Guest Road from the end of pavement to Bemiss-Knights Academy Road.

• Consider a Lowndes County request to revise an existing planned development of 20 acres of the proposed Northwind development to add two three-story condominium buildings with a total of 48 condo units, in replacement of two blocks originally slated for professional offices. The development site is on North Oak Street Extension west of Bemiss Road.
