My Christmas decorations are still up. The officer gives a ticket to the passengers of a taxi? Something is fishy with your story. Maybe the Taxi driver got the ticket. If the driver broke the law then he/she gets a ticket. I am sure there is some law or rule that states that if a taxi is pulled over by the law, they have to stop the meter.
