The Valdosta City Council moved quickly through their three-item agenda Thursday evening during their regular session.
The Council received a Comprehensive Annual Financial Report for the 2012 fiscal year, delivered by CPA Wade Sansbury of Mauldin & Jenkins, who said the audit “was very good this year.”
The Council unanimously approved a resolution authorizing the City to file for an application for a Downtown Development Revolving Loan Fund and the Georgia Cities Foundation with the Georgia Department of Community Affairs for the rehabilitation of 110, 112 and 114 West Hill Avenue.
These properties will be rehabilitated to house three separate commercial spaces on the first floor and either 11 or 12 market-rate apartments on the second and third floors. There was a discrepancy in the
information presented to the City Council, and Assistant to the City Manager Mara Register announced she would double-check the number.
The project will cost an estimated $1.77 million, with $500,000 of that budget going to refinancing through Ameris Bank and the rest going to the rehabilitation project. Due to the cost of the loan, the DDRLF and the GCF will provide $250,000 each and the owner will provide $170,000 toward the project, about 13 percent.
The issue will be presented to the Central Valdosta Development Authority for further action April 16.
The Council unanimously approved the low bid for a project to replace air blowers and piping at the Withlacoochee Wastewater Treatment Plant in the amount of $376,131 plus a 10 percent contingency.
The air blower system at the WWTP has been repaired several times over the years, but the underground piping has deteriorated to the point where sufficient air cannot be delivered to the sludge mix to feed bacteria that help break down solids.
The new parts represent a temporary fix, and the City will not be able to use them when the WWTP is relocated.
The City also unanimously approved a bid for painting and minor repairs to the water tank at Valdosta High School in the amount of $393,325 plus a 10 percent contingency.
The repairs involve interior coating, ladder and internal structure repairs, and replacement of the roof vent, security fence, access doors and balcony hatch. The paint on the outside of the tower is in need of repainting, but because the old paint was lead-based, it will have to be replaced with new paint.
Using a new logo or simply replacing the old design will be on the table for discussion at later meetings.
