Published May 13, 2008 11:32 pm - In honor of foster parents Pat Gallagher The Valdosta Daily Times VALDOSTA — Barbara Strickland, Foster Parent of the Year for the Lowndes County DFCS, receives applauds from the Lowndes County Social Services staff and others present at the 2008 Foster Parent Appreciation Banquet Tuesday evening at the Valdosta State University Magnolia Room as Strickland spoke of the children that she and her husband, Theadore, have fostered and adopted over the years.
